Evaluation Criteria 

In order to efficiently utilize QFF resources and offer financial assistance to a broad range of projects in the fields of child education, healthcare and fisheries, projects are assessed using evaluation criteria to ensure the support given is sustainable and that assistance is directed to where it is most needed.

Each proposed project must demonstrate the following characteristics:

High Impact

  • Large number of beneficiaries relative to projects costs
  • Regional in scale – has potential to be replicated in all three prefectures
  • Aligned with identified local priorities areas and supports other recovery initiatives

Symbolism

  • Demonstrates Qatar's commitment to the reconstruction process
  • Is linked mapped to QFF priority areas – fisheries, healthcare, and education
  • Where possible, includes elements of green energy and sustainability

High Quality

  • Has a demonstrated plan to ensure the sustainability of the project
  • Has an innovative approach to maximize the benefits for the local population
  • Is sufficiently detailed to allow for immediate implementation and disbursement

Readiness

  • Is sufficiently detailed to allow for immediate implementation and disbursement (moved from high quality)

Capability

  • Is led by a dedicated team of experienced implementers
  • Draws on support from reliable business partners in pursuit of objectives

Sustainability

  • Contains plans to ensure the success and viability of the project long after completion

Commitment

  • Is founded on secure political, administrative, industrial, and local commitments
